Earning your pilot wings is a major milestone, whether you want to fly for recreation or launch a professional career in the airlines. However, for many prospective aviators, the financial investment remains the single biggest hurdle. For members of the North Carolina National Guard, there is a powerful state-funded benefit that often goes overlooked: the North Carolina Tuition Assistance Program (NCTAP).

At High Tide Aviation, we believe that cost should not stand between you and the cockpit. As a state-approved education provider, we help actively drilling North Carolina Army and Air National Guard members navigate this program to reimburse a significant portion of their flight training expenses in 2026. If you are serving in the North Carolina Guard, here is how you can use NCTAP to turn your aviation dreams into a reality.

What is NCTAP and How Does it Apply to Flight Training?

The North Carolina Tuition Assistance Program (NCTAP) is a state-funded tuition assistance reimbursement program designed specifically for active, drilling members of the North Carolina National Guard. While many soldiers and airmen associate education assistance strictly with traditional college degrees, NCTAP is also applicable to approved vocational programs, including flight training.

Under current guidelines for 2026, eligible flight school students can receive up to a maximum of $3,240 per semester in tuition assistance. It is important to note that all awards are subject to yearly state budget availability. Furthermore, because NCTAP is a reimbursement program, payments are processed and sent directly from the North Carolina Department of Public Safety (DPS) to the training institution after the term is underway.

This funding can be applied to key milestones in your aviation education, including:

By taking advantage of this benefit, you can dramatically lower your out-of-pocket training costs while building your hours in a structured, professional environment.

Eligibility Requirements: What You Need to Qualify

Because NCTAP is a state-funded military benefit, the program has strict guidelines regarding service commitment, academic standing, and flight training progress. To qualify in 2026, you must meet the following criteria:

  • Active Guard Status: You must be an actively drilling member of the North Carolina Army National Guard or North Carolina Air National Guard in good standing with your unit (no active flags).
  • Service Obligation: You must have at least two years remaining on your service contract (ETS date) from the end of the academic or training term for which you are applying.
  • Academic Standing: You must remain in good standing with your training institution and maintain a minimum term GPA of 2.0 or higher.
  • Flight Completion Progress: Specifically for flight training, you must achieve and maintain a 15% flight completion percentage for each term you apply. This ensures that you are actively flying and making steady progress through your training syllabus.
  • Contract Commitment: If you commission or transfer out of the North Carolina National Guard before meeting your service obligation, you will be required to repay all NCTAP funds received.

Additionally, NCTAP is available to use even before you attend Initial Active Duty for Training (IADT), meaning you can start your flight lessons before heading off to basic training. To explore other funding routes, you can also view our main financing options.

Combining NCTAP with Other Military Benefits

One of the most common questions we receive is whether you can combine NCTAP with federal education programs. The answer is yes, with some key adjustments:

  1. Federal Tuition Assistance (FTA): Federal funding is the primary payor. If FTA covers your tuition at 100%, NCTAP can cover a capped amount of up to $500.00 per semester specifically towards approved fees or books.
  2. Post-9/11 GI Bill: Your NCTAP award will adjust based on the maximum authorized amount for your federal benefits. Note that service members receiving 100% Post-9/11 GI Bill benefits are ineligible to receive NCTAP, as their tuition is already fully covered.

Our advice is to check with our team and the National Guard education office to learn how to stack your benefits effectively. By coordinating these programs, you can maximize your coverage and keep your personal flight training debt to an absolute minimum.
